Obituary

William Howard Russell, 83, of Vero Beach, FL died Thursday, December 4, 2008 at the VNA Hospice House in Vero Beach.
Mr. Russell was born September 21, 1925 in Beverly, MA and moved to Vero Beach in 1988 from Andover, MA.
He served in the United States Navy, Mobile Construction Battalion in the Pacific during WW II and continued his Naval service in the Reserves, MCB 12, Salem, MA until retiring in 1968. Mr. Russell graduated from Boston Institute of Real Estate Practice June 9, 1949 and then owned a real estate and insurance business. He was a real estate appraiser for Cole-Layer-Trumble in Dayton, OH until 1962. Mr. Russell worked as Chief Assessor for the Town of Andover, MA from 1962 until retiring in 1989 and never lost a case for the 27 years he worked there. In 1968 he became the tenth Massachusetts Assessor to earn the designation of Certified Massachusetts by the Association of Massachusetts Assessors. He served on the Associations Education Committee and as Dean of the Massachusetts Assessors School at their annual conference. He was a life member of Liberty Lodge A.F. & A.M .in Beverly, MA, a Shriner, a past Cub Scout Pack Leader, Pack 4 and Boy Scout Leader Troop 4 of Beverly, MA.
Survivors include his wife Linda C. Russell of Vero Beach; four sons Philip Russell of Hampton, NH, Alan Russell of Groveland, MA, Peter Russell of Farmington, NH and James Herman of Andover, MA; thirteen grandchildren and ten great-grandchildren.
Services: A memorial celebration will take place 2 PM, Monday, December 8, 2008 at the Cox-Gifford-Seawinds Funeral Home in Vero Beach.
